NEPA Planning Starts Before Field Season

An environmental professional reviewing project maps and documentation during early environmental planning. For many project teams, the slower months between field seasons offer an opportunity to look ahead. Construction activity may have eased, and season-specific environmental surveys may be on hold, but environmental planning should not stop.

For projects with a federal nexus, such as federal funding, oversight, approval, or permits, this can be valuable time to begin environmental planning or advance work associated with the National Environmental Policy Act (NEPA) process.

Depending on the type of project and lead federal agency’s requirements, NEPA review typically involves evaluating a project’s effects on natural, cultural, and socioeconomic resources. Starting those conversations early gives project teams more time to understand what may be required, coordinate resources, and prepare for the work ahead.

Establishing Purpose and Need

An important and often overlooked aspect of NEPA planning is developing a clear purpose and need statement.

Before beginning the environmental review process, project teams should consider several questions:

NEPA also requires agencies to consider alternative approaches to meeting a project’s purpose and need. The extent of this analysis depends on the level of NEPA review being conducted.

Addressing these questions early can help establish a foundation for environmental review and inform decisions as project planning progresses.

Turning the Off-Season into Planning Season

The off-season does not have to be a waiting period.

For projects expected to advance in the coming years, it can be an opportunity to review available information, identify potential environmental constraints, map out field needs, and begin necessary coordination. That groundwork can help teams enter the next phase with a clearer understanding of what lies ahead.

Not every NEPA review follows the same path. The appropriate level of review and supporting studies depends on the project, the lead federal agency, potential impacts, and other factors. Early conversations with experienced environmental professionals can help project teams determine where to begin.
