EnviroScience, Inc. is excited to have Chuck Kessler join our Natural Resources team, where he brings over 24 years of experience in environmental consulting services for a variety of clients such as ODOT, county and local governments, and contractors.  He is highly familiar with various environmental regulations relating to transportation engineering, land development, property assessment/due diligence, and construction compliance.  Chuck is a certified planner through the American Institute of Certified Planners and holds a specialty certification in Environmental Planning.  He is also an Ohio Department of Health Certified Asbestos Hazard Evaluation Specialist.  Throughout his consulting career, he has specialized in National Environmental Policy Act (NEPA) documentation and management of the ODOT environmental and project development process.  In addition to his ODOT project experience, he has assisted numerous Local Public Agencies (LPAs) in obtaining environmental clearance and necessary permits for both federally and locally funded projects. Mr. Kessler also holds a U.S. Merchant Marine Master Captain’s License for Great Lakes and Inland Waters.

Notable past project experience includes serving as Project Manager for both the design and environmental development process for the ATB-531-2.40/2.90 Roadway Improvement and Lake Erie Shoreline and Slope Stabilization Project in ODOT District 4. The project included extensive geotechnical and environmental studies, highway and coastal design elements, and a complex, multi-agency permitting process that included an Individual 404/401 permit, ODNR Coastal Management Shore Structure Permit, and Submerged Land Lease Authorization.  The project received an ODOT/ACEC Partnering Award in 2016 and an American Society of Highway Engineers (ASHE) Outstanding Project Award.
